Administrative Commission (AC) Meeting Minutes
for New Creation NCD
July 12, 2007, 1:30pm

· Opening Prayer
o The opening prayer was provided by Rev. Michelle Parsons
· Report from the Congregation presented by Rev. Boyd
o Pastors Report by Rev. Boyd
§ Communion was served at services 3 June and 8 July.
§ Currently providing a sermon series based on the book of Acts.
§ Updated the NCPC website with the assistance of Jim and Beth Sheldon.
Provided updates to site in response to questionnaire feedback from the
congregation.
§ The member survey reflected a desire for additional insight into the NCPC
budget, Leadership meeting minutes and AC minutes. It was suggested that a
short version of the various meeting minutes and budget could be e-mailed to
the members, and copies available on the Sunday.
§ Established a positive relationship with a potential new member family.
§ Continuing to meet with local Protestant and Catholic Pastors whose names
are listed on the OFallon city website. Have met with approximately 8
clergy.
§ Joined Rotary club and YMCA of OFallon
§ Remain engaged in Continuing Education program with objective of
attaining Doctorate degree. Planning on attending classes at Luther
Theological Seminary in St Paul, MN area 22-27 July.
§ Rev. Boyds wife Karen has obtained a position as a veterinarian with the
Hawthorn Veterinary clinic of Glen Carbon. Karen will relocate from
Louisville during the week of 6-10 August.
§ Currently in the process of conducting a weekly series in faith focused
on socialization and planning meetings with the congregation. The first
session Theology on Tap was conducted 7 Jul, second meeting is scheduled
as a Supper Club meeting on 14 July. A Pray and Play laser tag social
activity is scheduled for 21 July and a family golf outing is planned for 11
August. A quarterly Planning Potluck is planned to follow in the near
future.
§ Rev. Boyd requested AC permission to attend the PC (USA) National
Evangelism Conference 31 August-3 September at the Gaylord Opryland Resort
and Conference Center in Nashville, TN. (See URL at:

· DECISION: Rev. Boyds attendance at the PC (USA) National
Evangelism Conference was approved by acclimation.
· Budget & Finance Report
o The NCPC budget through June 2007 was prepared by Jason Coleman and
presented in his absence by Gary Voellger. The attached (Atch 1) budget
data reflects that the congregation remains fiscally sound and is currently
approximately $5,000 above the projected balance for the year.
o The AC next addressed the issue of reimbursable pastoral expenses to be
paid by NCPC (Projected as $500 Professional Expenses; IRS rate for travel
up to $1000 per annum).
§ DECISION: The AC unanimously agreed to reimburse Rev. Boyd up to $250 for
Professional Expenses and $500 for Travel expenses (at the IRS rate) for the
remainder of the calendar year (approximately six months)
· Marketing (Added agenda item)
o Rev. Boyd suggested to the AC that he was looking for people who would
help build the congregation by bringing in people who would become key
members of NCPC. Gary Voellger suggested that perhaps there were two
aspects of organizational marketing internal and external. There is a
need to provide current members insight into advances being made toward
building on our property. He suggested developing a timeline and milestone
chart that reflects progress toward our facility goal. He also suggested
obtaining a rendering of our new facility as soon as the Leadership Team and
Building Committee are able to reach consensus with the Presbytery regarding
a new facility. In the meantime, perhaps renderings/pictures of candidate
facilities can be mounted on a piece of art board for display.
o Rev. Boyd recommended that he sees a need to establish a connection
with potential members interests relative to some sort of hands-on
missions the potential members may be excited about. Projects such at a
Community Garden, Rebuilding Together or Habitat for Humanity might be
examples.
o In response to a question by Rev. Parsons about marketing support from
Presbytery, Rev. Boyd responded that media kits were available for about
$100 and could be tailored to congregational needs.
· Congregational Life
o Rev. Boyd proposed to the AC that Addison Browne (daughter of Steve and
Jaime Browne) be approved for Baptism on 29 July.
§ DECISION: It was approved by acclimation that Addison Browne be approved
for Baptism on 29 July.
o Rev. Boyd proposed that another Member Enrollment period be designated
for the Mid-September time frame. The consensus of the AC was that that
timing was appropriate given a probability of greater attendance once school
is in session in the Fall.
o It was proposed by Rev. Boyd that the NCPC congregation elect a minimum
of three individuals to undergo Elder Training in anticipation of
chartering NCPC. Training would be conducted by Rev. Boyd and Rev. Amy
Fowler (Presbytery NCD staff member). The AC concurred with the proposal
and recommended that Rev. Boyd contact Amy Fowler to arrange for an
appropriate time for the training. Once the Elder Training is complete, it
was suggested that the trained individuals could be considered for inclusion
on the NCPC Leadership Team.
· Congregational Development Ministry Team Report
o The AC next addressed several topics relative to the property designated
for the NCPC church building.
§ Gary Voellger Reported that the leadership Team recommends not expending
funds to conduct an appraisal of the value of the property given the
excessively high bids for the appraisals (ranging from $2,000-$4,000). The
Leadership team believes an approximation of the property value can be
estimated within 5% of the market price based on know purchase cost and the
average land appreciation for similar properties in the community.
§ It was recommended that the Presbytery Mission Council, Property
Committee contact Fulford construction to reconfirm Fulfords interest in
the property and provide them a counter offer more in align with current
land valuations; particularly in light of the recent decision by the City of
OFallon to allow the construction of an upscale shopping area across from
the church property.
§ Rev. Boyd and Gary Voellger then presented the AC a status of the effort
by Grewe Corp. to build a shopping area on the property directly across Kyle
Road from the NCPC property.
· Other Business
o There being no other business for the AC, it was recommended the meeting
adjourn.
· Closing Prayer
o The meeting was closed at 3:00PM by a prayer offered by Rev. Boyd.
